yes you can. I bought a car in france. it made no difference to the garage, insurers or MOT people that I had a UK driving licence. European insurance places will ask you to provide proof of no claims etc, when you take out a policy so make sure you get these before you go.

And yes to 99% of the rest of the world with an IDP.
You can get it from any big motoring organisation like the RAC or AA.
Yes if you have a pink or photo card licence but not if, like me, you have a green licence. I must get a new one now the cost has come down to £10.
